Tracy Fry-Longoria

Vice President, Delivery Systems Operations for NOVA Service Area

Tracy Fry-Longoria has recently joined the Mid-Atlantic region of Kaiser Permanente as Vice President of Delivery System Operations for the Northern Virginia (NOVA) Service Area. With over 30 years of experience as a health care leader, Tracy has both clinical and operational expertise. As Vice President of Delivery System Operations, she is responsible for leading the care delivery strategic vision for the NOVA Service Area, including traditional service lines, clinical services, and overall utilization and care management. Tracy also works closely with the Mid-Atlantic Permanente Medical Group Physician-in-Chief for NOVA to ensure that the health plan is well-aligned and properly resourced to provide exceptional care to its members.


Before joining Kaiser Permanente, Tracy served as Vice President of Ambulatory Operations at Virginia Commonwealth University (VCU) Health System. During her tenure, she led many operational endeavors, including the conversion of 90% of in-person visits to virtual visits without any loss of ambulatory volume. She also played a crucial role in opening and operationalizing a large outpatient pavilion. Under her leadership, VCU Health was able to achieve its fourth Magnet designation for all ambulatory locations.
Tracy has held progressively responsible roles during her 17 years at the University of Texas Health, including Associate Vice President and Chief Ambulatory Care Officer. Her previous work experience also includes serving as a staff nurse at The Methodist Hospital in Houston, Texas, and working for Houston Perinatal Associates as a lead nurse and a care coordination manager for United Healthcare.


Tracy holds a Master of Business Administration from Texas Women’s University and a Bachelor of Science in Nursing from the University of Texas Health Science Center. Currently, she is pursuing a Doctor of Nursing Practice-Executive Nurse Leadership from Baylor University.

Tracy is also a Certified Lean Six Sigma Black Belt and a member of various professional organizations such as the American Nurses Association, American Organization of Nursing Leadership, Medical Group Management Association, and the Vizient Ambulatory and Physician Practice Council
